Senior Director Health, Safety, Environment and Quality
The Opportunity:
An excellent career opportunity awaits as the Sr. Director, HSE&Q of USALCO’s business, which is headquartered in Baltimore, MD. This position will report to the Chief Operating Officer and will be responsible for the organizations health, safety, environmental, sustainability and quality policies, and procedures. This position will also engage with the leadership team to provide end to end support for the business. This position will be a key member of the Leadership team and will actively engage to develop and drive USALCO’s long term Strategies and Annual Operating Plans. This position will provide strategic direction for USALCO HSE&Q in alignment with business requirements to maintain our right to operate. He/she will establish and drive the overall HSE&Q strategy and culture in the organization.
Essential Duties & Responsibilities:
The HSE&Q Director is responsible for developing a strategic approach to the corporate HSE&Q and material management process for the purchase of direct and indirect goods and services. In this leadership role, the successful candidate will direct the HSE&Q of goods and services for the enterprise; define the HSE&Q processes; develop and/or update HSE&Q policies and procedures; and develop a centralized HSE&Q program that will add value and efficiency to the organization. The HSE&Q Director will have tactical responsibility for the development and implementation of policies, procedures and systems that support the company’s acquisition of materials, management of goods and services – for internal use.
- Develop & deploy world-class HSE&Q strategies and functional expertise in the organization.
- Leadership accountability will be focused on driving safety compliance improvements that ensure full compliance with all governmental regulations and USALCO requirements in the occupational safety space
- Serve as a role model in the areas of quality, safety, leadership, teamwork, customer focus, continuous improvement, and environmental stewardship to ensure alignment with the company’s vision and goals
- Define the company wide quality management system (QMS).
- Develop robust execution plans to reduce risk for USALCO.
- Incorporate continuous improvement at all the sites using USALCO’s HSE initiatives through an Operating System activities
- Define quality control strategy and lead creative solutions through multiple and complex global projects
- Ensure HSE&Q projects follow all governmental and USALCO’s health, safety, environmental and quality requirements.
- Develop a centralized HSE&Q program that adds value and efficiency to the organization.
- Promotes, develops, and implements quality assurance procedures supporting process owners and systems to improve and maintain quality
- Accountable for conducting periodic compliance reviews and audits of respective business sites to assure compliance with safety management requirements
- Ensures the company maintains its NSF certification and compliance requirements.
- Manage efforts and oversee internal quality audit program, customer audits, and supplier audits
- Accountable for reviewing and communicating new legal and other requirements to the appropriate members of business and site leadership resources.
- Accountable for assuring that all plants fully implement required elements of the USALCO’s HSE&Q Management System, RC 14001, QMS and sustainability activities related to our programs
- Lead or participate in significant safety related incident investigations and root cause analyses
- Assist in resolving potential safety non-compliance and enforcement actions, claims, disputes, and litigation regarding HSE&Q matters
- Coach and mentor site Safety resources
- Define and utilize leading and lagging HSE&Q KPIs to measure overall performance and improve effectiveness.
- Implement a clear responsibility framework that ensures accountability within HSE&Q to promote effectiveness and efficiency.
- Act as personal adviser to the USALCO Executive leadership team for all HSE&Q issues.
- Manage current HSE&Q policies, procedures, and programs with a focus on enhancing organizational value and efficiency; meet regularly with respective departments regarding HSE&Q for their understanding and/or recommendations to enhance policies, procedures and develop, communicate, and implement new/revised policies, procedures and programs as needed.
- Serve as the primary contact for HSE&Q related questions, training, policy and procedure interpretation and alignment by all departments.
- Act as company representative for all governmental organizations required to maintain good faith standings. – e.g., SPI Map organization in MD a requirement for USALCO to be a member
- Act as company representee for USALCO’s insurance carrier and Risk Audit compliance.
Qualifications:
Required:
- Bachelor’s degree. Preference in engineering, manufacturing, safety, environmental science, facilities, or related field.
- 10+ years’ experience in HSE&Q sustainability management systems.
- Results-oriented, metrics-driven leader with expertise in the chemical industry.
- Ability to travel.
Preferred:
- Skilled in influencing cultural change and problem resolution
- Demonstrated experience in developing and implementing sustainability programs.
- Certified in assessing, Identifying and resolution of root causes of problems and inconsistencies.
- Solid analytical and computer skills
- Strong communication skills
- Outstanding team building and leadership skills.
- Known and respected in the chemical community.
- Strong leadership and decision-making skills.
- Demonstrated experience in championing and leading change across an organization, including driving Management of Change and Operational Discipline. Experienced in implementation of change across facilities within an organization.
- Strong interpersonal, verbal, and written communication skills.
- Ability to challenge status quo, identify key areas for improvement and implement actions to address.
- Previous management experience in a specialty chemical, heavy industry, intensive asset environment with significant processing equipment and material handling, or equivalent.
- Experience directing HSE&Q for projects.
Year one critical success factors:
- Learn the priorities necessary for delivering on 2022 Goals / Initiatives / Strategy – Determine revisions as required.
- Create Monthly Cadence for critical reviews, meetings, and updates to Supply Chain Leadership.
- Establish and mature the organization’s sustainability program across all functions in the organization.
- Top Risk program – develop a management operation system that identifies risks and manages them to resolution.
- Assess the organizational HSE&Q capabilities as they exist today and identify gaps and organizational needs to create a 2022 plan to standardize the management system and improve the organizational capabilities.
- Meet with key internal customers to understand the as is state and opportunities for improvement.
- Understand the key challenges and opportunities within each department.
- Share your management style and expectations.
- Assess the organization’s skills, capabilities, and gaps.
- Identify gaps/issues between existing HSE&Q plans and actual performance to implement corrective actions.
- Develop a results-driven organizational culture with improved accountability on delivering results
- Visit at least 50% of USALCO’s manufacturing sites per year.
